CBO’s February 2026 projections estimate the DI trust fund will be exhausted in 2028, the OASI trust fund in 2034, and the combined OASDI trust funds in 2032, after which continuing payroll taxes would initially cover about 77 percent of scheduled benefits and then decline. The report also shows a substantial long-term financing shortfall, measured as the single, permanent increase in payroll taxes (or equivalent benefit reductions) needed to make Social Security solvent over the long run.
